Sounds like he's trying to rip you off. 

Neither of these estimates include replacing the drywall and tile that will need to be ripped out to get in the walls. 

with my commercial banks fico was not the driving factor it was experience collateral protection IE equity and Character with gov mit backed loans they could give a rip about character  its all about fico and DTI. 

Any program more than a couple grand is a rip off.

I put the downstairs tenant in a hotel for 2 days, and my go-to plumber ripped out the damaged pipes and drywall and replaced it with new piping, drywall and paint. 

It is very easy to get ripped off. 

As well as keeping water away from your foundation with gutters or gutter blocks you see this all the time also tenants wont give a rip.. its up to the owner to pay for inspections to keep ahead of this stuff.

Closing cost's $, and a seller with half a wit is going to want some kind of representation to know this ya-ho saying there "A CA$H BUYER" isn't working to rip em off.
