I have a strong network here and know the key players/stakeholders in the community and am trying to learn how I can get involved to make an impact to change the community and restore the existing (beautiful) infrastructure. 

If accurate then the SEC rules are designed to prevent unsophisticated investors from getting into this exact situation.

Avoiding problematic tenants from the start is the best way to prevent problems like non-payment, eviction, and property damage.

It's quite ironic when you think that Tulum has regulations preventing from building more than 3 to 4 story highs and from building on 40% on any buildable lot.

No one is preventing you from doing that.[3]  It seems like an open door to racism.

So you're absolutely right from a PMS capability that some of the major players include Hospitable, Guesty, Lodgify, Ownerrez, etc.
