Jerry,Depending on what the project is there are several options:- Renovation Builders Risk policy for the building & separate Liability- Vacant Dwelling policy endorsed to include the renovation- Homeowners or Dwelling Fire policy that will allow the renovationWhich option is best depends on the work to be done, duration, whether or not the building will be occupied, etc. 

Requirements To get a Collection Agency endorsement, you must: Get a trust account.Maintain an office in Washington State, managed by a Washington resident.You cannot begin business activity until you receive a Business License listing the required endorsement.Washington is a closed-border state.

I have read all the Colorado statues and annotations, and can't find anything suggesting I can't keep endorsing/let interest accrue past the 3 years time.So my question is, if your tax lien is a small percentage of property value, why would you bother to start the redemption process and most likely get your capital back? 

I endorse @Nate Burgher idea of 3 ½% down and purchase a SFR or a condo using FHA financing.

You will also need to consider whether you need an EIN from the IRS, a separate bank account, and insurance endorsements for the LLC.
