What do you mean you are paying $400 additional dollars more than what you are paying now?

For example because New York is a generally more expenisve market, you have larger loan buy downs, bigger dollar appreciation, etc.

The company I use, NREIG, just started writing again in some of the northern parishes, but aren't covering large multi-family and are requiring a minimum dollar amount per ft. sq.

Low value markets might be Pennies on the dollar like you allude to. 

If you have a self directed IRA there are no tax consequences (but potentially various other issues), otherwise you will be subject to tax at the highest dollar rate as well as penalties if you are under 59.5 

You will get plenty of offers but bear in mind you'll need a lot more cash to pay off the mortgage and walk away with dollars at closing.
