If he’s a combat vet and received his service dog through the VA he definitely has someone there he talks too.

@Mark Fries  Sounds like you've have a nice system in place...I'm guessing that your sfr are mostly in very good condition and not near any combat zones? 

There is increasing emphasis on code enforcement in my area to combat certain kinds of issues such as blighted nuisance properties, absentee landlords, etc.

One thing I did was purchase a medical-grade air purifier to help combat the smells, but it really hasn't seemed to have helped me. 

Get a lawyer on your side to combat these guys and in the future, focus ALL of your attention on pre-screening tenants and setting minimum standards for your rentals.
