I do believe it would appreciate in value (long term, if not the short term too), but I'd be concerned that I would never be able to sell the place out from underneath my tenants. 

They didn't get anywhere near max offer, so I saved about $150k there that I can easily justify spending on legal/survey/soil/geo.No formal registered HOA.

In the other extreme, the area may have chronically high ground water and or low percolating soils and you're fighting it each year.
