ANR is already on the rise and back to " normal" pre Covid and show no resson not to feel they will exceed that given time.

Once billed, those in violation of the policy won't be able to rejoin BiggerPockets, including prohibition of the use of the agent/lender finder tools, forums, and private messaging system until their bill is paid. 

I feel like that's a reasonable thing to ask before making an offer because that will affect the cash flow significantly.

I agree with everything @Michael Baum said.Many people, including myself, have used a 10% down second home loan to buy a property used for a STR.
