Tell them the outlet is not to be used for charging a car and that he must use an outlet connected directly to his meter that he pays for.If he refuses, disconnect the electric from the common areas so he has no access.I would try to look through utility bills to determine if there was a spike in use on that outlet/meter.

And it does work on the owner occ arena.. where someone has lived in a house for years and its just not about the money.. its about how they will take care of their property the flowers  don't want to upset the neighbors all sorts of those type of emotions.

There is no drywall to drop in an outlet here and there - all of that sort of thing has to be carefully planned.

Issue #2 caused by the storm is the property has a beautiful large succulent plant in the front yard landscaping that died from freezing and I stated to the tenant that they are responsible for yard maintenance which includes all flowers, bushery, rocks, etc.

If it's an A class neighborhood (multifamily criteria) then flowers etc. matter.A downtown location implies to me (A city guy) brick buildings 5 floors or more.

You'll want to make sure that the machines are in good working order or the maintenance on them can quickly outpace the income on them, especially if they aren't used all that much.Although I can't really suggest this company (Sears Outlet) because I have had problems, I have used them and their prices are good for Kenmore and Whirlpool coin operated options.
