If this home has been lingering and you have no other options, that is a time to consider lots of options.From what I gather, you have other applicants that are willing to follow your process....I would prioritize them and tell the others you are sorry but they must follow this process.  

Be grateful the local PD is prioritizing active crime.

Prioritize them.  

The tenant showed they didn't view me as important, so they made a choice to prioritize say their cell phone, over me.

I will know more after Thursday this week when I walk through with my contractor and inspector... so can get a better idea of what to prioritize to get it in rent ready condition, but not overshoot it for that condition and spend too much..
