Here are a few things required to get the site shoveled ready: Ssurveys, environmental studies, environmental impact studies, engineering studies, storm water management solutions, preliminary Architectural drawings… Zoning to Commercial Residential is not the first step.You can make a lot of money by taking raw land to shovel ready, so I would do that and skip building the apartments.

I checked with the city Environmental Protection Division, Planning Department, and Fire Department, and they all disclaimed any jurisdiction over the matter and none of them had any idea what department in the city government would track it.If there was in fact a meth lab, I think the only entity that would have a record would be the state Department of Environmental Services, but they don't track whether it was cleaned up.

That is NOT "what ever works for you".There IS a bad way of doing things regardless of you THINKING "this is what works for me".And I get it, some people just don't think it is worth learning a new skill and they choose an inferior method consciously as for their own reasons it is their choice.
