Understandably a sensitive subject, but ultimately you simply want to protect as much of your Father's assets as possible (again, I see your point that even if you're not paying capital gains from your own pocket when/if you sell- at least avoid how much is paid from funds that were inherited from him in time, protecting what he worked to acquire over the years- not money hungry, bottom line smart).

You need to generate a pro forma that plugs in all your assumptions, land acquisition costs, development costs, rental rates, hold terms, and then let it spit out a sensitivity analysis so you can see what your IRR would be based on the hold and the equity multiple generated based on offer price.

While I have all the confidence in the world in Civil Engineers to be able to solve a problem like this, I also have equal or greater confidence that a landscape architect would be better suited, as many of us have years of experience working with residential home owners, and a greater sensitivity and eye for aesthetics that are often overlooked by our civil counterparts.
