They see you as an easy source of tax revenue and/or as a bucket of ready cash that's needed to bring its derelict stock of housing into some semblance of shape (e.g., lead paint laws).  

Especially a painter when a few buckets of paint costs less than $200.

But the bathroom sink doesn’t and the toilet doesn’t, we have to use a bucket to flush the water down.

I say this because Ohio is on my bucket list to visit and I would appreciate experiencing Ohio for what it is currently and not what it might become under outside influence.Cost of living is cheaper and we have a large supply of college graduates in central Ohio

We broke everything down into six categories and used those as buckets to simplify our understanding of the business.

Once you have your list, direct mail, finding bird dogs, tracking down owners of unlisted houses and pitching them... these are strategies I'm only just learning about but things along those lines seem like the play for those in our bucket.

one is pilot just did not know what he did not know.. the other is you have to fill your experience bucket.... so like landing with your gear up .. that would be an experience bucket item wont do it again.. 

Many can create the bucket, but most don't know how to fill it - what matters is how it's made... just like "having an IRA" gives no clue as to what it's invested in. 

I've got my hand in both buckets.
