I doubt that you have water collecting in the corner with freezing, lifting and shifting block, like we can have in the colder climates.

Some other qualitative factors include weather or climate impacting maintenance costs - pipes freezing in northern climates, hail storms in Dallas, flooding in Houston, Air Conditioners in Phoenix. 

The biggest problem in my area is pipes freezing in winter. 

This is quite common in Central Texas with no risk of freezing. 

One of them was in the dead of winter (January) this past winter, and everyone stands outside and freezes to death.

This "freezing up" problem seems to be widesread in centaral Florida.

I wished him luck, and there's no problem so far.This being southern Wisconsin, the big freeze came in December, two weeks after he listed it, and the pipes burst.

Be sure that whoever you hire protects the fresh concrete from freezing.
