In effect, since it is considered ordinary income, it is in another bucket other than capital gains/losses, so not all of the stock losses can be used.

I don't think you should default to the same deductible for every property but maybe bucket into low (1k), medium (2.5k), or high (5k) base on a few factors or experience.
