When multiple inspections are required, multiple draws are understandable, but if a satisfactory service is provided by a contractor, they expect to be compensated in a timely manner, they have people and bills to pay too.Establish a relationship with a reputable contractor, see what their terms are, and get it in writing, in the form of a proposal read and signed by your self and or, your legal council.    

Go look at downtown redevelopment plans from the city council from, 2004 and then look at downtown Rochester again today; you will see no appreciable difference.

City Council is currently looking to crack down on residential short term rentals and could perhaps bleed over into commercial.

As a follow up,After seeking legal council there was no specific case law in TX for this issue; however, country wide case law supported the sellers rights to the old debt as it occurred during his ownership.

The city council has had back and forth debates about it the past couple of years.

(In their nomenclature, "rent stabilization")  Every other 'tenants rights'  ordinance the last few years has sailed through city council either as proposed or getting more extreme on the way.  

They are paying off senators and city council members to pass laws to eliminate short term rentals and not just in California because they know they can’t compete with Airbnb.
