Have a lender telling me I can do a roll over or 100% financing for this client....seller pays all closing costs and buyer will pay only earnest money....I dont get it....How can this be?

Buy Owner Occupied with a Long term fixed rate, Live in it a few years, gain equity, roll some of it while keeping the old property at the lower "Owner Occupied" rate, get a new place with another "Owner Occupied" loan.
