(nor should they be able to, IMO)Just don't pretend that they are all the sudden better off than you because of this ruling.The judge has only said the police are not REQUIRED to do this, they still can if they choose to just like they always have been able to.Let the police decide if the situation seems necessary to try to determine status.

You want to invest in city Y in this scenario, You'll benefit from your proximity to city X.Other than that, the best suggestion I think I can give is to pretend that you are a tenant looking for a place to live, and ask yourself what you would be looking for (e.g. good schools if you have school age kids, etc).
