I checked the County Auditor and found the Grade to be C+ and Condition to be A.  

And thats not hardie plank like he wants , thats builder grade vinyl .  

You need to make sure the pipe has fall/grade all the way, 1/8 to a 1/4" is what is normal.

Will this house need electricl up grading?  

IMHO Once this shows to look badly after the traffic areas shows wear of the paint, put down a layer of Surply, sound underlayment, and grade 3 or better laminate and you'll be done with it for a long time.

The cheap builder grade windows were so much noisier than the windows they had put in later.

A surveyor is for easements and lot lines.What you need is an engineer -- someone to tell you about the grade and suitability of building.

Good news - interesting that the jobs are pretty niche (300 jobs for pharmacists and pharmacy technicians).
