IMHO Once this shows to look badly after the traffic areas shows wear of the paint, put down a layer of Surply, sound underlayment, and grade 3 or better laminate and you'll be done with it for a long time.

A surveyor is for easements and lot lines.What you need is an engineer -- someone to tell you about the grade and suitability of building.
