I think your question should probably be phrased somewhat differently.

The key phrase in this is "was possible"  hindsight is 20-20 so you would obviously pick the one with the higher total return, but in the situation it would depend on your financial situation and comfort level, you could have also purchased fewer Seattle properties for all cash or more cash flowing units with leverage, it wasn't an either or choice.

First of all after "Location, Location, Location", I thing the second most repeated phrase is "All real estate is local." 

A couple of questions :Did your inspector actually test the units or list the phrase ambient temperature was too high to test ? 

I just use the famous phrase: I'm living these years like you won't, to live my later years in a lifestyle you can't. :)

What I have found is that if you want to probe the question I typically phrase it as.
