Ideally, I'd prefer working tenants like tradespeople or folks temporarily in the area. 

A fresh coat of paint may hide leaks/ water damage temporarily.

By offering anything you're weakening your position, giving the appearance of being at fault.

I don't agree with that because I feel like the government owns all property through property taxes and only allows "buyers" to put their name on real estate temporarily. 

A customer like that is either going to be bigger trouble down the road or they simply haven't done their homework and are lazy and they want me to solve their insecurities for them by weaken my protections for my company.

The wise know  a fool can temporarily create wealth, but only the wise can keep it.

Overall I don't think it is a great idea to compromise on what you are trying to accomplish just to get in the game.If you buy something and then the market does tank for whatever reason you are stuck with it so you can bend a little but don't go crazy(For all of those who say they don't see the market weakening anytime soon I challenge you to find anyone saying things were getting ready to tank 10 years ago.

This used to be a big problem, I think for FHA mostly.However, I believe this guideline is temporarily on hold, or can be over-ridden with proof of repairs and/or 2 appraisals.
