I will graduate with a degree in architecture in May 2020.

Not counting architecture/permitting/engineering you can build an average new construction house here for around $105-$110 per foot (including basement square footage).

You can always beat the projection by stacking "value layers".. things like unique architecture, bedrooms per dollar, views, amenities, interior design, availability (mentioned above) will be your drivers of revenue more than actual location.. so, while location is important, in my opinion, it is NOT the MOST important thing when underwriting. 

Or they will take the plans and submit it to their architectures or engineers and let me know in a few days afterwards?
