As of 2015, the fee to file is $216.00, plus $8 for each additional party after the initial petitioner and defendant.

Kevin  My initial reaction would be to recommend against this as it appears you are putting all your eggs in one basket, meaning real estate. 

As far as I’m aware, there are no permits for the initial construction of this structure, where can I look to verify this and if there are indeed none, how much of an impact would this have on converting the property into an ADU?

Not sure exactly how the numbers would work initially, but if you can buy homes, convert the garage into an ADU, and then resale there is a market for it.

Hire an Attorney & initiate an eviction, take yourself out of the equation, if your friend calls let him know it is out of your hands3.

If these tenants passed your initial test for being good tenants, you should get them on annual leases.
