I submitted a zoning review application along with a sketch plan of the proposed apartment (I'm an architect) and they just came back stating that the conversion isn't allowed and I'd need to submit a formal variance request. 

Then get a architect to make plans.Reluctantly I  am planning to sell a couple multi family that I’ve been complaining about for years because it’s too far away and I want to invest in the area I live.  

Next, I would contact an architect and have them draw up building plans for the particular type of building design you're thinking about going with.

Lastly in my experience the owner holds a 10% retainage for the total construction cost until all the work is completed and the final inspection is passed, the architect or contractor does a final walk through and any close out documents are submitted.Hope that helps

But with the build - starting next spring sounds reasonable but you should be talking with architects and engineers now, as most of the local companies are booked up and the planning and building departments are backlogged.  

As far as needing an architect or civil engineer, you would need a structural engineer (which is a sub-category emphasis in civil engineering). 

Have complete plans and all engineering complete, first bid all from local Reno architect, engineers, and contractor.
