What strategies do you suggest for someone like me who doesn't want to do real estate as my job but who wants to own properties.

By last night and early this morning, I did suggest that they evacuate but that they could stay if they didn't have any other options (surge is my main concern, we are on the 18th floor so I don't think they will have an issue with that and we have Miami/Dade qualified hurricane protection)...BUT, I was very forthright that they would likely be without water and electricity and stuck on the 18th floor possible for some time.  

Pay an attorney to write your operating agreement and then you can do the mechanics of the set up your state website as others have suggested.

If you don't have the time and don't want to spend the effort then I'd suggest looking for something turnkey.

As others have mentioned you start on Form 4562, but in my opinion you should have a simple google sheet or excel to track all of this for your properties.

As Nathan suggested go to your insurance company... they will go after the person that caused it.
