If it was oil based paint that you went over with latex, you will need to sand it down and remove the latex paint and re-paint it.

When they vacate you'll need to wash all the walls and ceilings, possibly re-paint, and clean all the ductwork because of their habit.

May be the lower end neighborhood where these rentals are located.  70% of my tenants leave trash behind. 30% leave the place spotless (one repainted the entire property at their own cost, were paint contractors).

Sometimes it can be according to market, sometimes according to tenants and sometimes according to personal taste (styling to market, broken stuff, re-paints, re-floors, etc)Maintenance is usually less variable (lawn care, cleaning, etc)Cap-ex can be a bit of a variable, though is actually more predictable.
