I run into a similar situation while I'm away with the Army.

The STR ordinances vary widely by municipality (city/town), and there is also "Unincorporated Pinellas County".The best, most STR friendly, is Indian Rocks Beach.

There are many social service agencies who receive grants to assist with rental assistance that she could be referred to (a few that come to mind include Catholic Charities, Salvation Army, Centers of Hope, etc).  

I'm in the Army so I may have a different perspective on the area than others.
