Lots of condos which means non warrantable. 

Firstly, do you know if the condo is warrantable or non-warrantable?

They are not warrantable so that restricts them quite a bit.So owner financing should be more of an option than regular places.

@Charles AdamsThat is a game changing statement for sure and enough to get the plaintiffs attorney excited You will still get a lot of conflicting opinions and the fear mongering is very real.....Some of it is warranted and some is just sales based on scare tactics I have owned in my personal name and been sued personally not really a fun experience haha  

He told me to do it and get it to him or have my landlord call him. he then said "I am the neighborhood HOA LEAD along with my neigh and complaints go through them and they decide if  a fine is warranted or considered petty and then waived by them".

Ignoring a legal summons IS an arrestable offense and they issue a civil warrant. 

If it's just a pure flip than going a little extra on rehab may be more warranted for resale, but that depends on your market and what spread you are working with.- Remember to not make enemies with the neighborhood.
