I don't know much about Southern California (Newport Beach) but there are areas in the San Francisco Bay Area that continue to do well and are in high demand.

Why Louisville and Southern Indiana are Becoming the Hottest Spots for Investment in 2024If you’ve been paying attention to the real estate market lately, you might have noticed that Louisville and Southern Indiana are experiencing a bit of a boom.

That being said, I believe a CITY is allowed to require a separate meter be installed, as I have read for the City of Oakland (link below).It appears that the Southern California utility is requiring separate meters for all ADUs (link below) though again I don't see how that is legal.
