Since then they have really cracked down on real estate investors  because investors for the most part use the data for marketing purposes which is absolutely not a permissible use for that data.

My local sherrif has a policy for vacant homes that you can register the address of a vacant home and give them permission to enter at any time with out a warrant. 

She did this my without permission, official agreement or notice.I found this all out after the Main Tenant texted me saying they did not agree to it with me.
