I might demand a 10 cap for the 20 units but would pay only half or so for the 10 empty units.

They will continue to be used so long as there are investors who purchase them and do not demand a higher standard of instrument such as a mortgage or deed of trust properly executed, recorded and maintained.  

(some may want to consider this one of those times) This is aside from the obvious issue with finding a sophisticated borrower with sufficient capital who will pay a premium for a property and not demand a better price based on their sophistication and capital.

Some areas and rent ranges demand a higher level of finish than others.One thing to watch out for is the you CANNOT get more rent than the neighborhood just because of nicer finishes.
