Never EVER accept or agree to accept any tenant without properly conducting all points of discovery and creditworthiness [ability to pay], background [character] data [patterns of behavior in past residences], etc.

I suspect that is driving some of the behavior you are observing.  

Usually when there's behavior like this, from VRBO or other companies, there's a stretch and they have already knocked on the door of consolidation via acquisition(say booking or airbnb).

After all, they can’t stop someone from putting up a fence on his own property, so getting the good side of the fence is a friendly gesture to the neighbor who now has to look at a fence.Irrespective of the fence, talk to the neighbor about the dog’s behavior.

Issue a Written Notice: If the behavior continues, issue a written notice citing the lease violations.

Fannie/Freddie are, in theory, supposed to be used for owner-occupied properties and not investment properties, so they are trying to deter this type of behavior.

Just don't encourage the behavior.
