But I had one house where the odors were so bad (pets, not smokers) that I eventually had to have a drywall company re-texture all the drywall, then primer and paint.....

@Daniel Alfandre when the odor is really bad you need to replace the sub floor and the bottom foot of drywall along with all the trim.

In MN were required by city before rental license is issued to attend Drug Class to identify, and know when to issue a non-compliance with the Crime Free / Drug Free Addendum.This helps enforce and we are able to file for cause with this,, I don't need a police report or anything else. as long as I took the class was certified by Police Dept I know what the odor is and how to handle it if it's a problem along with other drug use that was covered..

Tell the property manager in writing that you are bringing in a third party service to resolve the odor problem.

You may have a water line in the wall that would involve both the crawl space and the odor wall that has been either leaking or seeping for quite some time. 

it has organic vapor relief and will help masking the odor a little.  1) open the blinds if any and let as much sunlight in a possible.2) open all windows, let it vent for a few hours before the cleanup.
