As prohibited by law should mean the fair housing act, race, religion, etc. 

I understand that the Fair Housing Act only limits landlord discrimination based on race, color, national origin, religion, sex, familial status or handicap.

It's literally like a Mormon testimony meeting, but discussing real estate instead of religion. 

Or against certain religions, or against the non-religious.

Almost every major religion has something like this sort of prohibition in place against making significant life-changing decisions right after a death, cultural wisdom built up over thousands of years.
