The economics simply do not favor the investor.  

All he has to do is to not make it a "blanket" moritorium and make the tenants prove economic hardship through predetermined government standards and let us evict those taking advantage.   

The build cost would be a little higher because i would use foam in the exterior walls and also use insulation in the interior walls for energy saving and sound dampining.

But separate disconnected units wouldn't be economically efficient or even feasible for assisted living care once they need it. 

One thing we, as humans, are consistently bad at is predicting the future - especially when it comes to political and economic shifts. 

Those that deal with the 12 1/2 % remaining have a chance for much better success OVER THE LONG TERM, in all economic environments.  

That equates to lost time, money and energy.  

So you want to keep a good insight to that and what kind of economic changes that could bring. 

If you're more focused on appreciation, Columbus will be a great option due to its growing population and favorable economic conditions. 

Also consider that green energy is not universally accepted.
