Not sure if it would be in the X or AE flood zone - I'm still looking for a good lot.If I went with the AE flood zone the elevation of the home wold have to be around 9'-11' and I'd want cement pillars.

The bridge is in rough shape and the engineering firm I had looked at it said that it would only support the weight of a pickup truck but would not support the weight of a cement truck or larger weights required for development or required by the fire marshal.

Most foundations in Baltimore are cement or at least stone and they are below grade, so I don't understand why you would need to replace a foundation.

You have to decide if your willing to pay for empty lots (what's the condition of electrical, water, sewer, cement pad etc at these empties) and the Value of the park owned homes.
