The order says the tenant has to provide the landlord with the attestation, and then the landlord is barred (with the threat of criminal charges) from evicting.

Forcing LL to sign in agreement under threat of a FH violation is coercion, and voids the agreement, in my view.

Suggest that this is something you can't just let go as if it happened to you, it's happened to others and you'll need to involve the local media if necessary - not a threat, just a fact.
