google  www.Naca.com this is a non profit lender ( don't think they are in Oregon) they do what I think it is you trying to do.. they educate those who need it.. and help them with sweet heart loans to get into home ownership.but before you can get a sweatheart no money down loan from them you must go through there class's you must do volunteer work, you have to keep your credit clean for 1 year..
