"All inclusive" is a marketing tool.If I had good utility usage history from the utility company (2 years) and could see predictable patterns, I'd use them in my cash flow calculations and wouldn't have any trouble making an offer on such a property.

The agent has no liability exposure to the initial owner in most cases.Now, if the wholesaler and the agent consistently do deals where the wholesaler gets the property under contract and then the agent steps in a judge could look at a the pattern and decide against you.
