The sewer guy could not state which side was flushing tampons.

That includes drain cleaning if grease and other stuff is flushed down the drain or cleaning of AC coils for failing to change the filter.

Toilets that use more than 1.6 gallon per flush must be replaced.Second, look at areas of the home, room by room that may be in need of minor repairs: For example, correction of any plumbing leaks or drainage issues, torn window screens, replacement of missing roof shingles, repair of broken or leaking sprinklers, etc.

Otherwise, give him the check out list that you will use and take lots of photos of any problems (don't forget to flush toilets, check the oven and look in cupboards).

While I don't normally offer "cash for keys" because I live in a landlord-friendly state, I felt it would be prudent in that situation because there was no security deposit and I figured if he was a little more flush with cash upon move-out, it would probably make his ability to move go more smoothly.He was too upset and "shocked" to even contact me himself and had a friend do it. 

That might be an interesting statistic when it all flushes out.  

@Philip MullinaxI have to ask , why replace a toilet because toys were flushed down.  

No leaving the bib on and rely on the nozzle at the end of the hose do it's job.(2) On one of my regular maintenance visits where I typically turn on faucets and showers, I test flushed the toilets.  

When I had some Class D rentals I was thrilled if they didn't flush concrete down the toilet and steal the HVAC unit.   

I'd let them walk and be happy about it...this is a tenant who will flush cement down the toilet!
