Get inside periodically to "presumably" test the smoke alarms.         

Maybe install a loud audible alarm that goes off to force them away (works for burglars!).   

They've been sounding the alarm for years warning of what's coming. 

If the tenants were legally evicted and keep breaking in, set up camera, simple security alarm and call the police. 

I've been quoted anywhere from $25,000 to $35,000 (oh, and a new water line - about $10,000) and monthly alarm monitoring fees (between $35-$50/mo).
