She's contacted realtors and went to many homes and apartments to rent, but they either were scented with sprays, just painted/cleaned, or had new building materials installed.I know this is a longshot, but if you know anyone in the Philly area  who might have property (or rooms to rent) where the owner is environmentally conscious, please let me know.

So, to get the required R-value you might have to either fur the walls out creating a deeper void and making the rooms smaller OR use spray foam which has a higher R-value per inch both of which are much more expensive propositions!

If a potential tenant doesn’t agree with that policy They can go rent off the neighbors and let mr. whiskers spray urine on his carpet . in lower income areas the tenants can barely clean up after themselves much less a dog or cat . a pet deposit of a couple hundred bucks isn’t going to be of much good if you gotta tear out carpet , laminate floors ,replace sub flooring and repaint the drywall in heavy primer renting ozone machine after they leave to get the stink out .
