IE  this is JOE FRIDAY of the Santa Rosa police department we are following up on a complaint:If this person called and just started asking questions and then said he was a cop I would think you should report him as impersonating a cop.Equity skimming,,,, taking advantage of the elderly, or those that don't speak English etc etc   those are things one really needs to look out for...

I also see people posting about eye-popping IRRs skimming through recent threads.  

For example, use by an elderly couple (usually low water usage) changing to a young couple with young children (lots of water use and likely more rich waste - think laundry, baths, and milk) can overwhelm the microbes in the system and/or the overall ability of the soil to receive the additional load.

I've skimmed about 1/2 the pages and already see some good responses I can put into my own voice for their objections.  

I have skimmed through the bill but I cannot get a true read on the exact requirements.
