@Nick K. this might be the extreme but talking to city council members, or the police dept. to maybe conduct more patrols could be an option.

I would still charge the security deposit and not let our super stupid idiots at the city council deter me from collecting a security deposit and paying your tenants a stupid 1% or $10 for a $1,000 security deposit.If you are so worried about being $1.00 off and getting fined be the best landlord in town and give your tenants $20 every year and they will think they died and wen to heaven.As for not getting a security deposit and suing for damages, you can't squeeze blood from a rock and I found it is cumbersome, time-consuming and expensive to take a tenant to court and win, go to court a second time for an appeal and win and go to court two to three more times to do discovery for your tenant's assets to try to collect on your judgement and still not get one penny.

Many new developers and new home owners carry more weight with city councils and county commissions than you will as a mobile home owner.  

And as you've laid it out, the current proposal before city council in L.A. would likely allow her to do it.I'm here in Denver but am a bit of a dork about Airbnb laws.

FYI - I requested that this topic be made “sticky”, so it now appears near the top of the Philadelphia forum.And inevitably, some updates will be needed because the city council keeps imposing more stringent regulations upon landlords.

One negative not mentioned in previous posts is potential rent control/tenant friendly laws being considered by the City of Spokane city council.  

If you do not need to borrow for the next 2-3 years, I might seriously consider a short sale in your situation, and I almost never council that.
