Here in NJ a section 8 voucher for 3 bedroom is around 1600.00 I understand NY is probably higher but just verify all this.

Not many have Sec 8 vouchers that are single, the elderly and disabled can but not as to a family, so that's very limited.

You do have some leverage because the tenant fears loosing their voucher if they don't comply with the lease.
