I reached out to several lenders about financing this project for the cost and renovation, I was either met with they only go up to 6 units, or the building has to  be occupied,  or that I was too in experience and I needed to put a license builder on the note with me.

Contractor needs to be licensed and insured.

Everything they did was remote but PA real estate said they needed a brokers license in PA to assist a property in anyway.

Usually a couple of iron pipes driven into the ground....then you could sight down the line and get a decent idea.I think eventually you will need to get an official licensed survey to clear this up.

Additionally, I am a licensed real estate agent and help run a local real estate investment meetup group here in Milwaukee that meets the last Saturday of each month. 

I also received my broker's license tho (solely to become more knowledgeable while making personal real estate investments), but I don't see their logic, so I figured I'd turn to BiggerPockets to help me better understand what's going on. 

If I got my RE license can I still market to land owners if they have interest in selling their land?

I would go on to facebook and find STR groups for your location(s) in question and see if there is a way to get a license already held by someone else, or if they are just completely off limits.

OP the key behind wholesaling is to be able to resale while you are contract while your due license or financing period is running.
