The cause of the blockage was tampons flushed down the toilet catching on the pipe and then other things catching on the tampons etc.

The whole point of raising rates is to flush out the overexuberant actors in the market. 

This is the simplest method, but it also means your tenants are more likely to abuse the utilities by leaving windows open with the heat or A/C running, leaving lights on, ignoring the toilet that constantly flushes on its own, etc.3.

I took me 2 days and then some to flush out my plan.

I have a septic for my own house, and I like the reduced cost - if you know how to take care of a tank it is a really, really cheap system - but trying to get tenants, even good ones, to not be flushing wipes, grease, tampons, etc is a losing battle, and forget about them knowing how to reset a well pump or clear a waterlogged pressure tank.
