I’m trying to figure out a way to make use of this space in cities/towns where a climate storage conversion or apartment conversion doesn’t make sense due to cost and demand.

Add in the current climate of things and I would say your approaching the parking lot of the ball-park of correct #'s. 

A slab is not so bad, but in colder climates like yours if not insulated below they can sweat and cause mosture issues and mold.
