I have plastic mini blinds and curtain rods at each window but I did live in the house before turning it into a rental. 

If I buy a screwdriver to hang a curtain rod in a rental, then keep the tool in my toolbox to use in my house whenever needed, then the tool should probably be considered personal expense not a direct property expense.I assume that because you are asking about tools, you plan on doing some of the work yourself.  

STOLE items out of the unit...space heater I'd allowed her to borrow, the curtain rods, a bathtub fixture...even the used AA batteries out of all the smoke detectors.You never can tell.

Stewart,My thoughts are that by using a single business credit card I would be able to maximize reward points, cash back, etc. 

But since there are roots in the pipe , you will have a reoccuring problem even if you jet rod it .
