I'm guessing this means that the copper has been stolen from the property and a buyer would need to do a thorough check for this.

I've had lots stolen by movers.

Just like having new pipes; wont necessarily make it worth more than it cost to install them, but It would definitely effect value if they were all stolen from the house.
