I just don't see how it could be constitutional to essentially *take* my property and give it to others for free, which is exactly what this bill proposes.

I just want to present them with a valid proposal that looks profession , and have me understand all the legalities.  

I wrote a proposal to my landlord stating the situation and gave my BOLD proposal which was: asking to her to reduce my rent by $200 (from $1300 to $1100) for six months, then in 6 months I will pay her $1500/month until caught up.

Sweeping the nation.. there is a proposed bill in NY allowing tenants 90 days of FREE RENT those landlords are going ballistic.Oregon is well Oregon..

This a time where we need to communicate about our business to others as well as to the NY legislators. 

I need some insight on the steps from concept to the financial proposal to a lender, I understand that I need to compile together a complete cost of construction analysis etc. but what about visual concepts?

Now you are probably stuck with them for 4 more months (and may not even be able to collect a penny, if some proposed NY bills go thru).
